It is the draft/position control lever. use draft control for plowing and the posiion control for everything else. vertical for position control. in the position contol, your three point hitch should stay where you set it with the quadrant lever.Probably a sticky exhaust valve. Take the round side cover off where your dip stick is. Reach in and push the rod to the rear. If it drops then clean and flush out the system.
